最初のバイトじゃなくて最初の1文字をbase83でデコードした結果だ。base83で1文字だと0から82までの数字をエンコードできるのかしら。

@Gargron @zundan I'm thinking about having whether storing blurhash from media-blocked instances is acceptable or not. It may be safe in most cases, but I'm not sure to say "absolutely".

@unarist @zundan We enforce maximum resolution of 5x5 components. Even at 9x9 it is still really blurry, but 5x5 should be totally safe in my understanding.
