I think its decline started with the acquisition by <a href="https://ieji.de/tags/Microsoft" class="mention hashtag" rel="nofollow noopener" target="_blank">#Microsoft</a>. That wasn't good either but fragmentation makes it harder to get contributions by newcomers who are not yet part of your platform.
