最初のユーザ(管理者)が web UI から登録して、そのあとすぐに登録を閉じろ、みたいな話なのかな (よく文脈をわかってないけど)
@lo48576 最新 master ( https://github.com/tootsuite/mastodon/pull/10250 ) に追従すると現時点ではそれまで新規登録を閉じていても自動的に登録が解放され、手動で閉じ直す必要があります。
