Eugenさんにも教えていただいて、たぶん、 https://github.com/mastodon/mastodon/pull/18171 でPumaのプロセスの起動時に全スレッド分のRedisへのコネクションプールを開いておくようになったのが影響したようです。これまではスレッドが最大数走ってる時だけ問題になっていたのが、Pumaの起動時に問題になるようになったんじゃないかと思ってます。
