systemd (poweroff 等は systemctl への symlink) を見ると、中で呼ばれる関数は sync() してる。

とあるので、 ATA ディスク等へのダイレクトな書き込みとかはフラッシュされるが filesystem はそうではない、みたいな話っぽいか
