(追記) 僕の誤解だったようです。cocoa_rutoさんからのリプライにあるように、この文は、「This license authorizes us (Twitter社) … to let others do the same.」(Twitter社が第三者にContentの利用を許可できる) と理解するべきでした。

誰でも自動的に自由にできるわけではなく、Twitterが他者に許可できる、という意味ではないかと思います。下記のような構造ではないかと思います。

・to make your Content available to the rest of the world and
・to let others do the same.
具体的にはAPIなどを通じて、APIの規約の下でツイート等を利用させることができるということだと思います。
一方、他SNSにツイートをコピーし続けるのはこのあたりの規約に引っかかるのではないかと思います。
